All-Inclusive Resorts in the Maldives
Choosing a resort in the Maldives can be a tough decision. There are so many, and they all look stunning in the photos! That’s why, if you want an all-inclusive hotel for your trip to the Maldives, it might help you to decide by analysing what each resort includes — and what it doesn’t.
For example: some hotels have only one restaurant, while others might have seven. However, with the all-inclusive package, you might only have access to the main restaurant. If you want to eat in another, you’ll have to pay extra. In other resorts, you might have access to more restaurants, but only for dinner. Or you might get a discount for certain dining options.
The more comprehensive all-inclusive resorts in the Maldives offer gourmet experiences, wine tasting, use of sports equipment, excursions or even yoga sessions.
And this is where it’s important to think about which option best suits your needs. Travelling to the Maldives with an all-inclusive package can allow you to enjoy what you want without thinking about the cost. But if you only drink soft drinks and beer, it might not be worth paying for a premium drinks package. Or if you’re passionate about snorkelling, you might prefer a turtle-watching excursion over sunset fishing.
Best All-Inclusive Resorts in the Maldives
Calling something the “best” says a lot. For example, the Kudadoo resort has the motto “Anything, Anytime, Anywhere“. With this triple-A philosophy (“Whatever you want, whenever you want, wherever you want”), you can enjoy all the services the resort has to offer — not just the cuisine, but also all water activities and spa treatments.

Jawakara Islands Maldives
This 5* luxury resort has 3 main restaurants. You’ll be assigned a restaurant based on the location of the villa where you’re staying. Additionally, their Premium All-Inclusive plan allows access to other à la carte restaurants with prior reservation. During the day, you can also enjoy ice cream, snacks and casual bites like pizza and burgers.
At the various bars, you’ll find all kinds of alcoholic and non-alcoholic cocktails, over 50 premium liquor brands, and a wide range of soft drinks, milkshakes, frappés and fresh juices. You can also enjoy a wide selection of international wines and beers. The minibar is included, replenished daily, and you’ll receive one bottle of champagne per stay.
Among the activities included in the Premium All-Inclusive at Jawakara, you’ll find an introductory diving class, golf, snorkelling and windsurfing; yoga sessions; snorkelling excursions; spa treatments; a laundry service, and the use of bicycles, kayaks and windsurf boards. In addition, the Jawakara All-Inclusive plan can be enjoyed until the moment of departure from the resort, even if you’ve checked out of your room in the morning.
Cora Cora Maldives
Awarded “Best All-Inclusive Resort in the Indian Ocean 2024”, this 5* resort boasts exceptional customer service. At Cora Cora, you’ll find all types of premium spirits, cocktails, mocktails, unlimited wines and champagne. The minibar is also restocked daily.
There are restaurant options to suit all tastes: Tazäa for breakfast, lunch, and dinner; Ginger Moon and Teien for à la carte dinners; Acquapizza for à la carte lunches and dinners; Grab&Go for takeaway food; and Mycoffee, where you can enjoy exotic cocktails and delicious coffees.
The Premium All-Inclusive Gourmet Meal Plan at Cora Cora also includes non-motorised water sports (windsurfing, catamaran, kayaking, paddleboarding), daily introductory wellness and fitness sessions, and a sunset cruise.
Emerald Maldives
This 5* luxury resort is a member of the exclusive The Leading Hotels of the World. Its Deluxe All-Inclusive offers a wide variety of dining options. At Aqua Restaurant, you’ll enjoy breakfasts, lunches, and dinners with a Mediterranean buffet, live pasta and pizza cooking, and a selection of à la carte dishes. Beach Club Grill offers lunch and dinner with a menu focused on fish, seafood, grilled meats, burgers, Asian dishes, pizzas and salads. If you want snacks and drinks throughout the day, the Sunset Bar, located by the pool and lounge area, is open from 10:00 am to midnight.
For dinner options with prior reservation, Amazónico Restaurant serves a menu inspired by Brazilian cuisine, specialising in churrasco, barbecue, and Peruvian dishes. The Asian Restaurant fuses flavours from Japanese, Chinese, and Thai cuisines.
In addition to the minibar, Emerald Maldives Resort & Spa’s All-Inclusive includes non-motorised water sports and two 20-minute guided snorkelling sessions per week. Depending on the length of your stay, you may also enjoy one or two additional excursions.
Evolution of the All-Inclusive Concept in the Maldives
Today, the vast majority of resorts in the Maldives offer the possibility of booking an All-Inclusive plan. But 20 years ago, many hotels only offered half-board or full-board options. Gradually, some resorts began adding the All-Inclusive option, which usually included breakfast, lunch, dinner and drinks during meals. However, if you wanted a drink outside of meal times, it was generally charged separately.
There were also few opportunities to enjoy snacks or food outside of the set hours for breakfast, lunch, or dinner. And the hotels in the Maldives that did offer an “All-Inclusive” plan often excluded premium branded alcoholic beverages. In fact, high-end resorts were reluctant to offer All-Inclusive options. Many didn’t even allow full-board bookings.
And in the Maldives, eating and drinking is not exactly cheap. It’s important to remember that almost everything you enjoy in the resorts has to be imported and distributed to different islands. Also, as a Muslim country, alcohol consumption is prohibited. Only on private resort islands is it allowed — but the government imposes high taxes on alcoholic beverages.
Lily Beach
In 2009, Lily Beach broke the mould with its Platinum Plan All Inclusive. It included access to different restaurants, snacks between meals, all kinds of premium alcoholic drinks, a minibar with soft drinks, wine and light bites — all replenished daily. When we visited in 2010, we were surprised to find Taittinger champagne served at breakfast, something we had never seen in a Maldivian All-Inclusive before.
In addition to French champagne, Lily Beach’s innovative luxury All-Inclusive plan featured a menu of 80 premium wines from around the world across all its restaurants and bars; a selection of 20 European cheeses; cigarettes in all bars; burgers, pizzas and snacks available all afternoon; and three excursions: fishing, snorkelling, and a visit to a deserted island. Lily Beach has been awarded “Best All-Inclusive Resort in the Maldives” many times.
Gradually, other resorts in the Maldives started copying this successful model and incorporated different All-Inclusive options.
Even in 2025, many resorts still offer All-Inclusive plans that only allow access to the main restaurant. But there are also resorts that have introduced 24-hour All-Inclusive, like Siyam World or Riu Palace.
